Rennes Métropole (RM) is a conurbation of 37 municipalities, with a total population of 400 000 inhabitants. It is the local authority responsible for collection, management, valorisation and treatment of the municipal solid waste. After setting up the waste sorting, RM launched an ambitious waste prevention policy in 2005, with the goal of bringing down the production of residual municipal solid waste from 240 kg/year/pers in 2005 to 200 kg/year/pers in 2011.

The Department of Waste Recovery at Rennes Metropole has a large experience in management of large national projects dedicated to organic waste minimisation programmes supported by ADEME (i.e. PNSCD : National Programme to support and promote home composting ; PREVENCOLL Network to exchange experience at National Level ; ECCOVAL a R&D project coordinated and supported by the Brittany Region to develop novel composting techniques) and has been one of the pioneer in the instalment of composting bins in urban environment (group housing in vertical building and detached housing).

Rennes Métropole as a huge experience in promoting home composting. Since 1995, more than 15 000 composters have been distributed to citizens and today, 30% of the inhabitants in individual housing compost their biowaste. Therefore, RM has been awarded the title of showcase site by ADEME within the national programme for the support of home composting (PNSCD). Following the success of home composting, RM launched a project for community composting in 2006. Two years later, 85 collective compost sites are in place representing almost 1 000 committed householders.

To improve knowledge about composting and for a better understanding of the actual situation (in terms of awareness, necessary improvement of composting equipment and process), RM has developed a partnership with Irstea under the program Eccoval "Towards greater citizen engagement for composting and use of their household waste" funded by the Brittany Region. Miniwaste as demonstration project constitutes the logical follow up of this R&D project.

The Rennes Metropole's objectives

“As the leader of the project, Rennes Métropole has defined three main axes for the success of the project :

- To define a methodology and tools to reduce the quantity of organic waste

- To create a minimisation plan defining the tasks of everyone,

- To write a guide for the European municipalities willing to develop similar initiatives

By developing consciousness-raising campaign towards inhabitants and local partners (associations, research centres, managing agents, etc.), Rennes Métropole wants to make 70% of its population aware of the benefits of home-composting.

500 new sites of collective composting and 5 000 individual compost bins will be distributed on the territory. A network of about 1 000 trained inhabitants, including compost masters will be created. Its task will be to forward the good practices concerning home-composting."
