The City of Brno is a territorial self-governing unit representing 230 km² and 370 560 inhabitants. Brno City Municipality is a local authority responsible for public administration on the territory of Brno. The City of Brno is divided into 29 city districts that have their own self-governing authorities with elected delegates. City districts have limited competence in the field of waste processing and management.
The City of Brno as a producer of communal waste must assure collection, delivery transportation, sorting, usage and elimination of communal waste. Communal waste is used as a source of energy in SAKO Inc. that is founded and 100% owned by the City of Brno. The company operates an incinerator and, on the basis of contractual relation with Brno City Municipality, assures services in the field of waste management. Company SAKO Brno Inc. will provide technical assistance to the project Miniwaste.
The “Waste Management Plan of the City of Brno” is a legal document where the aims and priorities in the field of waste management are stated. The Waste Management Plan was approved by Brno City Assembly in 2006, is valid until 2014 and is in conformity with Waste Management Plan of the South Moravian Region. The issue of waste prevention and waste reduction is not treated in the “Waste Management Plan of the City of Brno” but is stated in the Czech law. By the operation of national law, the waste prevention and reduction stands on the first place before valorisation and other ways of waste processing.
In Brno, the issues related to prevention, i.e. prevention of the generation of waste and waste reduction at the source have not been markedly addressed yet. The City of Brno has only organised public awareness campaigns focused mainly on familiarising the citizens with the possibilities of disposing of and sorting municipal waste in collection points.
The approach, tools, and methods of preventing and reducing organic waste at source brought by the foreign partners of the Miniwaste project, are new to the city and not yet tested. The project will make it possible to apply these innovative tools in practise and in a different context, first on a small scale in the form of a pilot project in the municipal district of Brno-Žebětín and then for further extension of the methodology in the city of Brno. Thanks to testing of these tools in the conditions of the Czech Republic it will be possible to verify the transferability of the approaches, tools and methods to other contexts of the EU countries, particularly in Central Europe.
Summary of Martin Ander’s speech
“The sorting is just beginning in the city of Brno. Miniwaste’s actions will be concentrated in the district of Brno-Zebetin. Within this area, the city of Brno will support sorting and composting.
Thanks to the project, the production of organic waste by inhabitant will be quantified to evaluate the number of compost bins needed in the neighborhood.
A consciousness-raising campaign will start in July 2010. Its objective is to distribute 300 compost bins to the inhabitants of the district by Autumn 2010.
The City of Brno also wants to develop the collective composting by two years so the local population could be committed to the project.
But the main objective is to decrease the quantity of organic waste in the incineration plant which is very expensive for the city.”
